Re: Funding Enquiry – Independent Research into Firearms Licensing and Administrative Justice

Kia ora Jan,

Yes.

Our team includes people with substantial experience in legal research, statutory interpretation, court procedure, evidential analysis, administrative decision-making and the examination of primary-source legal and regulatory records.

Our work is particularly focused on reconstructing the evidential and statutory basis for administrative decisions from the underlying record — including legislation, warrants, licensing decisions, correspondence, disclosure, court documents and review outcomes.

We are also conscious of the distinction between independent legal research and the provision of formal legal advice.

Where a project requires a formal legal opinion, specialist review or counsel-level input, we would engage an appropriately qualified lawyer or barrister for that component.

For the proposed firearms research, we would be very comfortable building that independent legal oversight into the project methodology and budget if the Foundation considered that desirable.

We already hold a significant body of primary-source material capable of supporting the research and are particularly interested in producing work that is methodologically sound and useful beyond the individual cases from which the issues have emerged.

I would be very happy to provide further information about the proposed research team, methodology, legal oversight and anticipated outputs.

Kind regards,

Tracy Lynch
