FMA Response

Dear Angela / FMA Team,

Further to my message dated 20 July 2026 and your response on 4 August 2026, this is a formal notice that the concerns remain unresolved.

1. Westpac has not provided a clear, document-based response to requests regarding:
  – authority relied on for any hold/restriction on personal accounts
  – who requested or authorised that action
  – supporting legal or contractual basis
  – whether personal funds were treated as receivership/company funds

2. The complaint remains that there is no verified foundational documentation establishing consent to broad security rights over personal assets, despite references to such authority.

3. We continue to dispute receipt of complete and authenticated documents, including:
  – complete General Security Agreement (with execution evidence),
  – any valid instrument appointing Blacklock Rose as receiver,
  – complete notices, default demands, and related demands/authorisation records,
  – inventory, valuation, disposition records, and account allocation for assets already taken/sold.

4. Property/control actions appear to have proceeded without transparent documentary proof of authority and full accounting, which raises systemic issues for FMA oversight in the broader enforcement/regulatory chain.

I therefore give formal notice that this matter remains open and requires FMA intelligence/oversight, including confirmation whether this case will be:
– recorded as a formal complaint under supervisory follow-up, and
– kept active pending documentary substantiation and factual responses from Westpac/Blacklock Rose.

Please confirm the case handling pathway and next supervisory step.

Kind regards,
F Q
