LGOIMA request — larger aircraft and possible international aircraft movements at Palmerston North Airport, 2020–2025

Hello,

This is a request under the Local Government Official Information and Meetings Act 1987.

I request information held by Palmerston North City Council and/or Palmerston North Airport Limited concerning larger aircraft movements at Palmerston North Airport between 1 January 2020 and 31 December 2025.

Background to request:

There have been multiple credible public sightings during the period 2020–2025 of larger aircraft landing at Palmerston North Airport.

Some witnesses have described these aircraft as appearing larger than ordinary regional domestic passenger aircraft and, in some cases, as appearing to have come from overseas or to be connected with international operations.

I am not asking the Council or airport to accept that description as fact. I am requesting the official records so the matter can be verified, corrected, or properly understood.

Please provide:

1. A list of all aircraft movements at Palmerston North Airport from 1 January 2020 to 31 December 2025 involving aircraft larger than ordinary regional turboprop passenger aircraft, including but not limited to Boeing 737, Airbus A320, Boeing 757, Boeing 767, military aircraft, large freight aircraft, or other comparable aircraft.

For each movement, please provide:

a. date and time of arrival and departure;

b. aircraft type;

c. aircraft registration, if recorded;

d. operator or airline;

e. flight number or callsign, if recorded;

f. origin airport;

g. destination airport;

h. whether the flight was domestic, international, diverted, charter, freight, military, emergency, training, maintenance, positioning, or other;

i. reason for landing, if recorded;

j. whether prior approval, airport operational approval, or special handling was required.

2. Any records of international aircraft movements, international arrivals, international departures, international diversions, overseas-origin aircraft, or overseas-destination aircraft using Palmerston North Airport during the same period.

3. Any records of Customs, Immigration New Zealand, MPI biosecurity, Police, Defence Force, CAA, Airways NZ, or other agency involvement in relation to any such aircraft movements.

4. Any landing fee records, invoices, airport movement logs, operational logs, apron allocation records, flight handling records, prior-permission-required records, airport duty manager logs, security logs, NOTAM-related records, or correspondence that identify larger aircraft movements during the period.

5. Any records showing the maximum aircraft type, aircraft code, runway/taxiway/apron pavement limits, pavement classification, operational restrictions, or approval requirements applicable to Palmerston North Airport between 2020 and 2025.

6. Any internal or external correspondence, reports, board papers, shareholder briefings, risk assessments, noise assessments, safety assessments, or compliance documents referring to larger aircraft, jet aircraft, freight aircraft, international aircraft, diverted aircraft, charter aircraft, military aircraft, or increased aircraft capacity at Palmerston North Airport during the period.

7. Any records relating to the airport’s ability or intention to accommodate larger aircraft, including Airbus A320, Boeing 737, or larger aircraft, and whether any infrastructure, safety, security, customs, immigration, biosecurity, freight, or logistics planning was undertaken for that purpose.

8. If any part of this request is refused on the basis that the information is not held by Council or Palmerston North Airport Limited, please identify which agency is believed to hold the information and transfer the relevant part of this request under section 12 of LGOIMA where required.

Please provide the information electronically.

If the full request is considered too broad, please contact me before refusing the request so the scope can be refined.

 However, please do not treat this as a request for explanation only. I am requesting the underlying records.
