Clarification sought on your Official Information Act request OC260440
This is looking into the money collection from our New Zealand roads.
Kia ora Harry,
Thank you. To refine the request, please limit it to formal Ministry-held records from 1 January 2021 to the date of response, excluding routine emails and operational correspondence.
I seek only final or substantive versions of briefings, Cabinet papers, policy advice, legal analysis, RIS material, reviews, audit/assurance reports, or ministerial advice concerning:
1. the rationale for transitioning light vehicles from Fuel Excise Duty
to Road User Charges;
2. whether overlap, duplication, fairness, equity, transparency, or
accountability issues were considered in relation to Fuel Excise
Duty, Road User Charges, registration/licensing fees, tolling,
regional fuel taxes, or time-of-use charging;
3. how revenue from those mechanisms is tracked, allocated,
ring-fenced, or applied through or outside the National Land
Transport Fund;
4. any advice on consolidation, reform, replacement, or rationalisation
of road-user revenue mechanisms.
For clarity, I am not seeking general public explanatory material, routine internal emails, or all documents mentioning the listed revenue mechanisms. I am seeking formal advice or analysis about the coherence, accountability, and reform of the road-user funding system.
If this remains too broad, please identify the specific limb causing difficulty and provide assistance under section 13 before refusal is considered.
Ngā mihi,
Michael Clark
