Request for Audit Review – COVID-19 Vaccination Programme Financial Accountability
Tēnā koutou,
1. Introduction
This correspondence raises concerns regarding the financial accountability, auditability, and oversight of public expenditure associated with the COVID-19 vaccination programme administered by Health New Zealand (Te Whatu Ora).
The concerns arise from an Official Information Act response dated 5 May 2026 (Ref: HNZ00203123).
2. Core Concern
The response indicates that:
– No single calculation of cost per administered vaccination exists;
– Programme costs were distributed across multiple funding streams, including Vote Health and the COVID-19 Response and Recovery Fund;
– Costs such as workforce, logistics, digital systems, and outreach were not tracked as a standalone vaccination cost category;
– Provider payments were made through multiple channels without a unified reconciliation framework;
– No consolidated internal review exists assessing financial efficiency or appropriateness of payment structures.
3. Audit Questions Raised
These disclosures raise serious questions regarding:
(a) Financial transparency
Whether total programme expenditure can be reliably determined.
(b) Auditability
Whether there exists a complete and reconcilable record linking:
– doses administered
– payments made
– total programme cost
(c) Value for money
Whether any structured assessment was undertaken to determine whether the programme was delivered efficiently relative to cost.
(d) Appropriation integrity
Whether expenditure across multiple appropriations complied with Parliamentary expectations for traceability and accountability.
4. Request for Auditor-General Review
In light of the above, I respectfully request that your Office consider:
1. Whether the financial structure and reporting of the vaccination programme met expected public sector audit standards;
2. Whether sufficient systems existed to ensure accurate reconciliation of expenditure to service delivery;
3. Whether the absence of a consolidated cost model represents a material weakness in public financial management;
4. Whether further independent audit or investigation is warranted.
5. Public Interest
This matter involves significant public expenditure and ongoing public concern regarding transparency and accountability.
The absence of a clearly defined and auditable cost framework for a national programme of this scale raises issues of systemic importance.
