PART 2: OMBUDSMAN COMPLAINT
PART 2: OMBUDSMAN COMPLAINT
To: Office of the Ombudsman
Complaint under section 28(3) – Official Information Act 1982
I request a review of the New Zealand Police response dated 28 April 2026 (Ref: IR-01-26-10417). As attached
Grounds of Complaint
1. Over-reliance on section 18(g)
Police assert that key categories of information are not held, including complaints, analysis, and audits. This is implausible given the scale of national enforcement activity.
2. Artificial narrowing of scope
The request was interpreted in a way that excludes relevant operational and performance information.
3. Failure to assist (section 13)
Police did not meaningfully assist in refining the request or identifying alternative information.
4. Record-keeping concerns
The absence of categorised complaints suggests systemic issues with oversight and accountability.
5. Internal inconsistency
Police acknowledge operational reporting exists, yet deny existence of analysis or evaluative material.
Outcome Sought
I request that the Ombudsman:
– Investigate whether relevant information is held
– Review the application of section 18(g)
– Assess compliance with section 13
– Recommend release of operational and performance information
This matter concerns transparency and accountability in the exercise of enforcement powers affecting the public.
Yours sincerely,
