ACC is not what you think.
THE QUIET TRANSFER — Part 5 of 8
Every time you get paid in New Zealand, ACC takes a levy.
Not a choice. Not optional. Compulsory. Built into the system.
That money goes into a fund. A fund that now sits at nearly $47 billion. Built entirely from the levies of working New Zealanders over decades.
You paid into it. You were injured. ACC covered you. That was the deal.
Here is what else that fund does.
ACC uses external private managers to run portions of the fund. In 2022/23 those external managers underperformed the fund’s own benchmarks. The mismatch was described by ACC’s own chief investment officer as a deliberate choice that didn’t pay off.
Your levy money. Their call. Their underperformance.
Then in early 2025 ACC committed $300 million of that fund to a new private vehicle called Zealandia. A fund manager set up to invest in public-private partnerships.
What does Zealandia invest in.
Transmission Gully. The Pūhoi to Warkworth road. And the Auckland South Corrections Facility. A prison.
ACC — funded by your compulsory levies — is now a cornerstone investor in a private fund that holds stakes in New Zealand roads and a private prison operation.
Zealandia is now seeking another $300 million from wholesale investors. Minimum entry $5 million. Iwi can enter at $2 million and opt out of the prison investment.
Regular New Zealanders who fund the entire thing have no such option.
The ACC fund was built to cover your injuries. It is being deployed to build private infrastructure that generates returns for wholesale investors. The public pays the levy. The private sector builds the asset. The private sector collects the return.
That is not insurance. That is intermediation.
Treasury launched an independent review of ACC Investments in 2025. The terms of reference were titled Getting ACC back on track.
Make of that what you will.
