COVID-19 Vaccination Administration Payments, Rollout Costs, and Cost Per Vaccinated Person

I make this request under the Official Information Act 1982.

 

This request concerns the administration and rollout cost of COVID-19 vaccination in New Zealand, including payments to providers and the total cost per administered vaccination.

 

I seek recorded information sufficient to establish not merely procurement cost, but the cost of getting a dose into a person’s arm, including all material public expenditure associated with that process.

 

 1. Payment per administered vaccination

 

Please provide all documents, schedules, contracts, guidance, payment frameworks, fee schedules, and circulars evidencing:

 

1. The amount paid per COVID-19 vaccination administered.

2. Any different rates paid depending on provider type, location, age group, outreach model, or dose type.

3. Any fees paid to general practices, pharmacies, vaccination clinics, contractors, Māori providers, iwi providers, Pacific providers, community providers, mobile teams, or other vaccination providers.

4. Any top-up, incentive, rural, hardship, outreach, equity, after-hours, mobile, or surge payments associated with vaccine administration.

 

 2. Contracts and provider arrangements

 

Please provide:

 

1. All standard contracts, templates, service specifications, and payment schedules used for COVID-19 vaccination delivery.

2. All documents explaining how vaccinators or providers were funded.

3. Any documents setting out eligibility for claiming vaccination payments.

4. Any audit, reconciliation, or assurance material relating to provider payment claims.

 

 3. Rollout cost structure

 

Please provide all documents evidencing total expenditure, or category-level expenditure, on:

 

1. vaccination administration fees;

2. workforce training and staffing;

3. booking systems and digital systems;

4. data entry, reporting, and record management;

5. vaccine distribution and logistics;

6. cold chain storage and transport;

7. consumables and clinical supplies;

8. public information campaigns, communications, advertising, and promotion;

9. contractor support, programme management, and implementation support;

10. outreach services, mobile delivery, home visits, or special access initiatives.

 

4. Total cost and cost per person

 

Please provide all documents evidencing:

 

1. the total cost of the vaccination rollout excluding procurement cost;

2. the total cost of the vaccination rollout including procurement cost, if held;

3. any calculation of cost per dose administered;

4. any calculation of cost per fully vaccinated person;

5. any calculation of average cost per vaccination encounter, event, or delivery channel.

 

5. Volumes and payment reconciliation

 

Please provide all documents evidencing:

 

1. the total number of COVID-19 doses administered in New Zealand;

2. the total number of provider claims paid;

3. any reconciliation between doses delivered and provider payments made;

4. any documents identifying overpayments, underpayments, disputed claims, clawbacks, or reconciliation issues.

 

6. Internal analysis of financial efficiency or value for money

 

Please provide all documents evidencing:

 

1. any review of whether provider payment rates were appropriate;

2. any value-for-money analysis of the vaccination rollout;

3. any cost comparison between different delivery channels;

4. any review or concern regarding the overall cost of vaccine administration.
