Who Owns the Roads?
The New Zealand Police (policy enforcers) think they have the right to patrol and control what happens on the public roads. The New Zealand Police are a corporation, they are not the public!
Land Transport Act 1998 section 4, interpretation:
enforcement authority, in relation to an infringement offence, means (except in relation to Part 17)—(a) the New Zealand Police, in any case:

enforcement officer means (a) a constable: (b) a Police employee who is not a constable who is authorised for the purpose by the Commissioner:

A presumption is how the courts operate.
An enforcement officer is a constable or a police employee as written above. It should read New Zealand Police Constable and a New Zealand Police Employee. This is an example how we have been deceived. We are led to believe Constable and New Zealand Police Constable are one in the same.
The Land Transport Act 1998 doesn’t mention a constable means a constable from the Policing Act 2008.
This is just one presumption to trap the people.

GOVERNMENT CLARIFIES ROAD OWNERSHIP
Maurice Williamson
Transport
“The attempt by Christchurch City Council to seek a High Court declaration against road reform clearly illustrates the Council’s lack of understanding of the issue,” Hon Maurice Williamson Minister of Transport said today.
“The Government is in receipt of a proposal from the Roading Advisory Group which contains a number of recommendations. This is only one of many options that the Government will be considering.
“The Roading Advisory Group’s Report was released for public comment in December and drew over 13,000 submissions.

“However the Government has agreed on a number of key principles:

1. New Zealand roads will not be privatised
2.The current New Zealand road network will be retained
3.Maintaining ownership of the New Zealand road network in public hands
