This request is made under the Official Information Act 1982 and is limited to existing records.
To: New Zealand Police
Please provide:
1. Any internal charging guidelines or threshold policies used when determining prosecution decisions for:
(a) Distribution of Christchurch attack video or derivative material.
(b) Distribution or possession of child sexual exploitation material (CSEM).
2. Any records demonstrating consideration of proportionality, deterrence, or comparative seriousness between these offence categories.
3. Any internal analysis, review, or briefing documents discussing consistency of enforcement between objectionable-publication categories.
4. Any legal advice received regarding jurisdiction where content is hosted offshore but accessed or shared within New Zealand.
