### **Preamble**

 

It is a settled principle that *legitimacy must precede lawful standing*.

2. **The grantor of that authority** — the person or office who lawfully issued or delegated the power to create MPI.

3. **The capacity in which MPI operates** — whether as a public body in service of the Crown’s lawful duty to the people, or as a corporate entity trading in primary-industry commerce.

4. **The chain of delegation** — from the original grantor through to the present officers acting under the title “Ministry for Primary Industries.”

 

### **Reason for Demand**

 

Every claim, fine, enforcement, and policy issued by MPI presumes lawful standing. Until legitimacy of origin is proven, such standing remains unverified and all actions derived therefrom remain subject to challenge.

 

### **Obligation to Respond**

 

Please provide the above documentation, duly certified, within **[14] days** of receipt of this Notice. Failure to respond with substantiating evidence will be taken as acknowledgment that no such lawful instrument of creation exists, and that MPI acts in administrative or commercial capacity only, without lawful foundation.
