SUBJECT: WHISTLEBLOWER DISCLOSURE – SYSTEMIC COLLUSION, INSURANCE SUPPRESSION, AND SECURITIES FRAUD ORCHESTRATED THROUGH GOVERNMENT AGENCIES AND CROWN SERVICE PROVIDERS

Dear Office of the Whistleblower,

I submit this protected disclosure regarding systemic misconduct by agents of the Crown government operating under the New Zealand legal apparatus, including misuse of staged events for financial gain, suppression of insurance liability, and collusion among government contractors, police, and councils. These actions appear designed to defraud both the public and international financial systems—including U.S.-connected insurance underwriters and investors.

KEY ISSUES REPORTED

1. Staged or Exploited Events for Political and Financial Leverage
Notable events (e.g. the Christchurch mosque shooting, orchestrated arms confiscations, and regional flooding) have been used as pretext to justify legislative change, armed enforcement, and the invocation of state liabilities, despite credible evidence that these events lack factual basis or lawful jurisdiction.

2. Contractless Enforcement and Trespass on Private Trust Assets
– Multiple Crown agencies (NZ Police, MPI, Auckland Council, Queenstown Lakes Council, Rangitīkei District Council) are engaged in coordinated enforcement actions without contract or authority over the affected private trust jurisdiction.
– Legal names are being used without consent, in violation of private trust protections and standing contractual non-disclosure agreements.

3. Broker Failure – Insurance Suppression by Marsh
– Marsh New Zealand was served with a lawful claim relating to fiduciary breaches and unlawful actions by NZ Police.
– Marsh acknowledged receipt but has failed to act or escalate, effectively shielding their client (a government actor) while suppressing lawful remedy and indemnity.
– This may constitute commercial collusion, fiduciary breach, and claims interference, especially in matters implicating foreign underwriters and syndicates.

4. Implications for U.S. Investors and International Markets
These events have been used to raise funding or secure underwritten guarantees via U.S. or London market structures. If the underlying events are fraudulent or non-contractual, then the financial instruments tied to these claims are likewise misrepresented.

REQUESTED ACTIONS

– Investigate the insurance and securities structures tied to the staged events and government actions described.
– Examine Marsh’s conduct as a broker failing to act in good faith, potentially obstructing international insurance process integrity.
– Alert relevant insurance regulators or underwriters regarding systemic corruption involving public entities under Crown cover.
