The Lawful Constitution of In LandsAirWater Counsel
A record of our standing, our intent, and our inherited jurisdiction

Preamble
We did not convene to establish a legal system.
We assembled because we remembered the Lawful Order.
That we are not strangers to this land.
That no Crown, company, or registry may override what is already entrusted by Creation.
That living with honour requires no licence.
That trust needs no statute to be real.
We are tangatawhenua — living beings born of these lands, waters, winds, and skies.
Our standing is not conferred by legal status but affirmed by ancestral truth.
We do not operate under control.
We walk in agreement.
We do not subscribe to rules.
We hold lawful relationships.
We honour what endures:
Children. Elders. Keepers of memory. Protectors of future.
We speak with dignity.
We exchange with fairness.
We move in peace.
This is not a contract.
It is a living record.
It does not bind. It reflects.
It is not enforced. It is carried.
And it cannot be revoked by foreign jurisdiction.

  1. Who We Are
We are known as in LandsAirWater Counsel.
    We are not a corporation.
We are not a government instrument.
We are not a trust defined by legal fiction.
We are the Lawful Assembly of living men and women, trustees in right and responsibility, appointed to protect:
    • The land beneath
    • The air around
    • The water within
    • The relationships between all living beings
    We do not claim dominion.
    We claim obligation.
We speak as equals, under no compelled authority.

  2. Why We Gather
We gather not under statute, but under necessity and honour.
We do not convene to regulate.
We assemble to remember — to protect — to uphold.
    We act:
    • To stand as one against harm
    • To restore balance where taken
    • To support trade by agreement, not coercion
    • To share truth, preserve knowledge
    • To protect the young, the vulnerable, and the ancestral obligations held in trust
We do this without profit motive.
We do this because it is our lawful duty.
We come together:- To stand with each other in times of harm- To trade fairly and keep things local- To share what we know, and pass it on- To make space for healing and learning- To act with care, not to be ruled

  3. Standing Within This Counsel
    There is no registration.
    There is no license.
    There is only presence.
To walk with this Counsel is to stand in honour.
    That standing is confirmed by:
    • Being heard without prejudice
    • Speaking truthfully without concealment
    • Trading without deception
    • Offering help when able
    • Leaving no harm behind
    You do not require permission.
You must simply act in trust.

  4. How We Operate
    We do not issue decrees.
    We form circles.
    We do not appoint hierarchies.
We assign responsibility through mutual trust.
When matters arise, we sit with them.
If clarity is not reached, we pause, reflect, or call a lawful gathering of peers.
Working groups are formed to steward:
    • Trade
    • Care and wellbeing
    • Learning
    • Shelter
    • Healing
Each group acts within the bounds of trust, not statute.
Each living being holds a role — not a title.

  5. Trade and Exchange
    We do not conduct commerce.
We engage in lawful trade by honourable agreement.
Markets, gatherings, and exchanges are sacred interactions — where:
    • Goods
    • Services
    • Wisdom
    • Labour
    may be offered without deception.
There is no lawful place for fraud, entrapment, or presumption.
Trust is the only lawful currency here.

  6. Addressing Harm
    All trust may be tested.
When harm occurs, we do not punish — we restore.
A Circle of Honour is called.
    All voices are heard.
    Reckoning is made.
    Restoration is offered.
This is not adjudication under policy.
This is the Law of Restoration —
    To return what was taken.
    To mend what was broken.
To make whole what was harmed.

  7. Continuity of Trust
The Counsel remains as long as the trust lives.
If any living being must depart, they may do so in honour —
leaving no damage, no deception, no debt.
    This Constitution is not fixed.
    It grows with us,
Just as trust deepens through use.
If it ceases to reflect us — we revise it.

Final Affirmation
This is not a legal document.
This is not a charter under government.
It is a lawful declaration of intent and standing,
protected by our inherited jurisdiction,
and carried in honour by living men and women of these lands.
If you see yourself reflected here,
you are already within this Counsel.
If you stand not by rule but by honour,
not by statute but by truth,
then you are already walking with us.
We are no longer outside.
We are here —
In the circle.
In the field.
In trust.
And we are not leaving.
